Before arrival at the EU border security data should be provided either on entry summary declaration or should be included in the transit/TIR declaration.

To be sent electronically to customs
AT least 2 hours before arrival at the border
With the identification number (EORI number) of the declarant
With the ID number of the consignee(s) in the EU
Failure to fulfil these requirements may cause delays when crossing the EU border.

These changes aim to improve the safety and security of imported and exported goods, allowing customs officers to better targets controls and to carry out risk assessment prior to the arrival of goods at the EU border.
